A contractor was selected to repair a lyceum in Odesa without an auction for 6 million

The Center for Financing and Economic Activity of Educational Institutions of Peresypskyi District of Odesa has selected a company to overhaul the landscaping elements of Odesa Lyceum No. 13.

The announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special features, and the only participant was the private enterprise Stroygazservice. The owner is Angela Parchik. According to the YouControl service, the private enterprise was registered in 2019. In 2025, the company won tenders totaling UAH 5 million 28.8 thousand, of which only UAH 1.2 million were won in tenders with competitors.

Last year, the company also repeatedly won tenders without an auction. In October, Odesa's Prymorskyi Lyceum held a tender to select a company to be paid for major roof repairs, namely, work to eliminate accidents in a budgetary institution. The only participant was the private enterprise Stroygazservice. The company received UAH 7.2 million.

In July 2024, the Capital Construction Department of the Fontansky Village Council of Odesa Oblast held a procurement to select a contractor to be paid for the overhaul of the basement of the administrative building to equip a shelter. The procurement was conducted in the format of an open tender with special conditions, and there was only one participant - the private enterprise Stroygazservice. The amount of money involved was UAH 3 million 15.9 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
