A company with ten employees will build a bunker for 40 million for a lyceum in Mykolaiv region

In the Mykolaiv region, a village council has selected the winner of a tender to build a new radiation shelter for the Mykhailiv Lyceum. The contract was awarded to a company from Mykolaiv, which employs only 10 people and had a different name.

The information was published on the e-procurement portal Prozorro.

The auction in the format of open bidding with special features with an expected purchase price of UAH 46.67 million was held by the Department of Education, Culture, Youth and Sports of the Stepivska Village Council. The winning bidder was Mykolaiv-based Production Company Fundament LLC, which offered to perform the work for UAH 42.3 million including VAT, which is more than UAH 4 million cheaper than the expected purchase price.

Two other companies took part in the tender - Yulcom-Service PE and Nikopolska-STK LLC. The offers of both competitors exceeded UAH 46 million, so Fundament was the most favorable in terms of price.

The winner's proposal is currently being reviewed, after which a contract for the construction of a shelter for the educational institution should be signed.

According to youcontrol, Fundament Production Company LLC is a Mykolaiv-based company registered in 2019. The company's main activity is the production of ready-to-use concrete solutions, but it is also engaged in a wide range of construction and manufacturing works: from the production of cement and concrete structures to the construction of roads, bridges, tunnels, railways, water facilities and even sporting goods.

The director and ultimate beneficiary of the company is Oleksandr Shanaytsa, and the sole founder is NDSK-1 LLC.

Previously, the company had a different name, Clarsum LLC, and changed its managers, address, and owners several times. For example, in 2023, Mikhail Uvarkin was temporarily the director, who was also listed as the founder and beneficiary, but in the fall of that year, all rights returned to Shanaytsia. In 2023, the company employed five people, and in 2024, ten. The company's assets amounted to more than UAH 21 million.

The company also participates in public procurement.

The plan is to have several entrances and exits to the protective structure. It will be equipped with plumbing, ventilation, heating, a fire alarm system, Internet access and a generator. A medical room, a cafeteria, water storage tanks will be built inside the bomb shelter, and conditions for children's education and recreation will be created. The construction is scheduled to be completed by the end of 2025.
