A monopoly company has been awarded the contract for the repair of the Ingul bridge in Mykolaiv

The contract for the repair of the Ingul bridge in Mykolaiv was awarded without competition. The firm regularly wins tenders in the region and is involved in investigations into possible collusion and embezzlement of funds from the budget.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

Mykolaiv is preparing to repair the Ingulskyi Bridge, an important transport artery connecting city districts and part of the M-14 Odesa-Melitopol-Novoazovsk highway of national importance.

The Infrastructure Restoration and Development Service in Mykolaiv Oblast announced a tender for the bridge's maintenance back in April. The expected cost of the work was over UAH 26 million. The repairs are to be completed by the end of 2025.

The tender was held without competition - only one company, European Road Construction Company LLC, submitted its proposal. This company is a regular contractor in Mykolaiv region and often receives contracts without competition.

According to the YouControl analytical system, the company was founded in 2008 in Donetsk under the name Altmost. Since 2018, the company has undergone a number of structural changes and is now registered in Kyiv region. The owner of the company is Muslim Keloyev. The company operates in 20 regions and regularly wins contracts for road and bridge maintenance.

The Mykolaiv Oblast Infrastructure Restoration Service is one of the company's main customers. Another tender has recently been announced for the maintenance of the Pivdenobugskyi Bridge for UAH 19.7 million. As in the case of the Ingul bridge, only one bidder, European Road Construction Company LLC, submitted an application.

The company and its owner have repeatedly been the subjects of journalistic investigations. The company is considered one of the leaders in terms of the number of government contracts received without competition. Since 2018, it has earned almost 7 billion hryvnias from government contracts.

In 2025, the head of the Non-Stop NGO filed a complaint with the court about a possible criminal conspiracy within the framework of the Big Construction program. In his opinion, a number of companies, including the European Road Construction Company, could have been part of an organized group involved in embezzlement of budget funds. However, the court did not grant the motion.

In addition, the company won a contract for the maintenance of state roads in Kherson region for more than 180 million hryvnias - the tender was held without any competition.
