Mykolaiv region selects a defendant in a money laundering case as the winner of a tender

A winner has been selected for the reconstruction of the water supply system in Mykolaiv region. The company from Donetsk region was involved in journalistic investigations and a criminal case of money laundering on contracts.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early May, the Department of Housing and Communal Services announced an auction for the reconstruction of the water supply system in the Fregat neighborhood on Korabelna Street in Pervomaisk. The expected cost of the work was UAH 14.5 million. The selected contractor is to complete the works by December 31, 2025. The works are classified as "construction of pipelines" and involve the modernization of the water supply system in one of the city's residential areas.

The tender was held on May 19 and was attended by two companies - Architectural and Construction Company Archcity and Kraina-Park, which was selected as the winner of the tender. The company provided about 290 thousand less than the expected purchase amount.

The CPR decided to investigate whether there were any so-called "red flags" in the company's activities: criminal proceedings, journalistic investigations and bid rigging.

According to the YouControl analytical system, Kraina-Park was registered in 2019 with a registered capital of UAH 50 thousand. The main KVED is the organization of building construction.

The company earned more than UAH 20 million from three public procurements in 2022-2024. The tenders concerned the overhaul of the roof of a dormitory building in Poltava region and the construction of a modular boiler house in Donetsk region.

In 2024, the company was mentioned in a journalistic investigation. According to media reports, the founder and director of Kraina-Park LLC is Yuriy Kazmirsky, registered in Donetsk. Previously, Kazmirsky had a stake in Donetsk Innovation Company LLC, registered in occupied Donetsk, whose beneficiary and director is now Roman Kazmirsky.

In 2025, Kraina-Park LLC was at the center of a criminal investigation. According to the ruling, a group of people organized a scheme to misappropriate money from state and municipal enterprises during public procurement, which caused significant damage to the state, especially during the war. According to the Kyiv Court of Appeal, in 2023-2024, the company received more than UAH 9 million from the Poltava Regional State Administration for the work performed. At the same time, the organizers used fictitious companies to receive payments and underreport taxes to legalize the money obtained through crime.

Recently, auditors reviewed a UAH 600 million tender for the reconstruction of the Mykolaiv Regional Children's Hospital and found that one of the bidders was unreasonably disqualified, accused of not providing technical specifications.
