A company owned by a lawmaker from Izmail won a road construction contract in Reni without any competition

The municipal organization “Housing and Utilities Service of the Renii City Council” in the Odesa region conducted a procurement process to select a company to be paid for routine road repairs in the Renii community.

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement system.

The auction took place as an open tender with specific conditions, and its sole participant was the limited liability company “Eurodor,” which expects to receive 7 million 70.5 thousand hryvnias for the work. 

“Eurodor” was registered in Odesa in February 2005. The company’s registered address is 60 Bugaivska Street in Odesa. According to the YouControl service, the director and one of the co-owners (with a 34.5% stake) is Gevorg Avetisyan—a member of the Izmail City Council of the 8th convocation, who chairs the council’s standing committee on budget issues. Natalia Avetisyan is listed as another co-owner of the company. The company’s authorized capital is 100,000 hryvnias. 

"Eurodor" is one of the largest recipients of road construction contracts in the Odesa region. According to data from the Clarity Project platform, the company has signed 574 contracts totaling 7.2 billion hryvnias since its inception. In 2025 alone, the firm received government contracts worth over 1 billion hryvnias.

“Eurodor” operates largely without competition. In January 2026, the Housing and Utilities Department of the Odesa Regional State Administrationheld a tender forthe renovation of a heavy-duty vehicle parking lot in Izmail—this same company, as the sole bidder, won the contract worth 20.97 million hryvnias. In September 2025, “Eurodor” also secured a contract worth 111.8 million hryvnias for road maintenance in the Bolhrad District without any competitors. In other words, the new 217-million-hryvnia tender effectively continues this pattern.
