The Odessa Regional Reconstruction Service Will Spend Up to 70 Million on Maintaining the Border Checkpoint with Moldova

The Odesa Region Infrastructure Restoration Service has announced tenders for the maintenance of nine checkpoints, with a total cost of 69 million hryvnias

There are two tenders: the first, worth 42.05 million hryvnias, covers five checkpoints, while the second—for a smaller amount—covers four checkpoints. Both tenders took place on July 9.

First tender: five border crossing points for 42 million hryvnias

These tenders involve comprehensive maintenance services for state border crossing points for road traffic, as listed in List No. 1: “Reni – Giurgiulești,” “Dolynske – Cismikioi,” “Vynogradivka–Vulkeniști,” “Tabaky–Mirne,” and “Novi Troiany–Cadir-Lunga.”

Bids were submitted by Eurodor LLC (approximately 36.3 million UAH) and Griffin Service LLC. A decision based on the tender results is expected.

According to YouControl, Eurodor LLC is owned by Gevorg Avetisyan, a member of the Izmail City Council. The company was registered in 2005, and in 2025 alone, it has already won government tenders totaling approximately 43 million UAH.

Second tender: four border crossing points for 27 million UAH

The second tender concerns the maintenance of the checkpoints listed in List No. 2: “Maloyaroslavets 1 – Chadyr-Lunga,” “Serpneve 1 – Basarabiaska,” “Lisne – Seits,” and “Starokozache – Tudora.” The contract value is 27.1 million UAH.

Bids were submitted by Griffin Service LLC (approximately 20.4 million UAH) and Paritetbudinvest Construction Firm LLC (approximately 20.4 million UAH). The bid from Griffin Service LLC was rejected; a decision regarding Paritetbudinvest Construction Firm LLC is pending.

According to YouControl, “Paritetbudinvest Construction Company” LLC was registered in 2019 in Chornomorsk, Odesa Oblast. Artem Sobolev and Arkady Ilyashchuk are listed as the company’s founders.

According to media reports, Ilyashchuk served as an assistant and advisor to Valentyn Hapunych, a member of the Odesa City Council, who was elected to the council from 2015 to 2020 as a member of Hennadiy Trukhanov’s “Trust the Deeds” party, and in 2010 was elected as a representative of the “Party of Regions.” Since its inception, the firm has secured contracts worth over 4 billion hryvnias.
