An Izmail-based company owned by an MP wins the right to repair Odessa's streets without an auction

The Odesa City Council's Road Maintenance Department has conducted a procurement process to select a company that will be paid to maintain a portion of the municipal road network.

According to the Prozorro electronic procurement system, the procurement was conducted as an open tender with special conditions, and the only participant was Eurodor Limited Liability Company.

After signing the contract, the company will be responsible for repairing the streets through December 31, 2026, and is expected to receive UAH 28 million 875.6 thousand.

These funds will be used to repair sections of 10 streets in Odesa:

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a member of the Izmail City Council. The company was registered in 2005. According to the YouControl analytical service, Eurodor LLC was registered in 2005 in Odesa with a registered capital of 100 thousand hryvnias. In 2025 alone, the company received government contracts totaling more than UAH 1 billion.

In January 2026, the Department of Housing and Communal Services in the Odesa region announced the results of a tender to select a contractor to rebuild a heavy-duty truck parking lot in Izmail. The winner, with a bid of UAH 20.97 million, was the sole participant: Eurodor LLC.

The lack of competition in the bidding process has become a common occurrence for this company, as it is systemic. Recent examples include the UAH 111.8 million contract for road maintenance in the Bolhrad district last September, which Eurodor also received without competition from other bidders.
