A company has been selected in Odesa to prepare a cost estimate for the "Spartak" Stadium

Preparations for the renovation of the "Spartak" Stadium have begun in Odesa. It has already been announced who will be responsible for developing the cost estimate documentation, valued at 2 million hryvnias.

The client for the documentation is the municipal enterprise “Spartak Stadium.” An open tender with special conditions was held on August 13, with two companies participating.

“Giprograd Plus” LLC submitted an initial bid of 2 million 42 thousand hryvnias and reduced the amount to 2 million hryvnias in its final bid.

The Design Institute of the Security Service of Ukraineinitially offered 2 million 51 thousand hryvnias and reduced its bid slightly to 2 million 10 thousand hryvnias. 

According to the auction results, Giprograd Plus LLC offered the lower price; however, the official decision based on the auction results is still pending.

According to YouControl, Giprograd Plus LLC was registered in Odesa in November 2018. The company’s director is Maksym Medvedev, and its authorized capital is 100,000 hryvnias. Its main areas of activity are engineering, geology, and geodesy, as well as technical consulting in these fields.

The company is owned by Maksym Medvedev and Volodymyr Shyshelov, each of whom holds a 50% stake. The state does not hold any shares in the company.

The company has already carried out design work in Odesa. In particular, the State Register of Construction Activities contains documents from “Giprograd Plus” regarding the major renovation of buildings and protective structures at educational institutions in Odesa.

According to the public registry, in 2025 the company’s revenue was 6.77 million hryvnias, and its net profit was 155,000 hryvnias. As of 2025, the company employed nine people.

As explained by the Odesa City Council, following the renovation, “Spartak” is set to become a modern sports arena equipped in accordance with accessibility and inclusivity requirements.

One of the key priorities will be creating conditions for veterans to participate in adaptive sports. At the same time, the stadium will remain an important training facility for students of Odesa’s sports schools, as it is the only municipal sports facility of this scale in the city.

There are also plans to adapt the renovated complex for winter training. According to city council representatives, the stadium’s infrastructure will allow it to host national and international sporting events.
