In Odessa, the company was awarded a contract for the second time in a row to renovate a 16-story building without any competition

The Department of Municipal Services of the Odesa City Council has selected “High-Tech Elite-Stroy” Limited Liability Company as the contractor to restore the 16-story building at 2 Yaroslav Mudry Street, which was damaged by a Russian strike.

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the company had no competitors. After the contract is signed, the company will be required to complete the repairs by December 31, 2027. It expects to receive 22,765,000 hryvnias for this work. In other words, the contract price will equal the estimated cost of the project.

This is the second tender the company has won regarding this building. In May 2025, the company was responsible for addressing the aftermath of the damage—including demolition and urgent emergency repairs—at this building. The company also secured that contract without any competitors and without using the electronic procurement system at all. At that time, the amount was 5,740,900 hryvnias, and the contract value matched the expected procurement cost. 

As a result ofamassive droneattackon the night of May 1, 2025, a 16-story building in the Kyivskyi district of Odesa was damaged. In the building at 2 Yaroslav the Wise Avenue, 192 apartments were damaged and 205 windows were shattered. During an inspection, experts identified significant damage to the building.

 According to YouControl, “Hi-Tech Elite-Stroy” was registered in September 2018. Its founder isMykola Rozhkov, and its director isOleg Grygorovych.

This is not the first time the company has won tenders for restoration work without any competition. In July 2024, the City Improvement Department of the Odesa City Council signedan agreementwith a contractor to be paid for repairing the damage at 1 Shtabny Lane. That contractor was Hi-Tech Elite-Stroy LLC. The company was the sole bidder in the tender worth over 19 million.
