A case was opened against the director of an outpatient clinic in Mykolaiv region

In Mykolaiv region, the director of a municipal outpatient clinic is suspected of systematic misappropriation of funds through fictitious bonuses and surcharges. According to the investigation, she could have illegally received almost UAH 250 thousand from the budget over three years.

A case is being investigated in Mykolaiv Oblast against the director of a municipal outpatient clinic, who is suspected of illegally accruing bonuses and surcharges. According to the investigation, she could have embezzled almost 250 thousand hryvnias over three years using forged documents.

According to the court materials, Valentyna Chechuy has been heading the "Group Practice Outpatient Clinic" of the Stepiv village council since 2021 and was also a deputy of the village council in Krynychky. Investigators believe that she systematically issued fictitious bonus orders, which were signed by a nurse without the appropriate authority. On their basis, the accounting department transferred additional money to the director every month.

Gradually, the amounts grew - from bonuses and surcharges to financial aid, which was accrued even during martial law. In order to legalize the payments, the director allegedly forged an agreement to the employment contract, where she received the right to set the amount of remuneration independently.

According to the investigation, in this way, from March 2021 to December 2023, Chechui illegally seized UAH 249 thousand received from the NHSU under the medical guarantee program.

On August 19, 2025, she was notified of suspicion of abuse of office, misappropriation of funds, and forgery. The prosecutor's office asked for round-the-clock house arrest, but the court opted for a personal commitment, taking into account the suspect's family and medical circumstances.

Mykolaiv is also investigating the possible misappropriation of more than UAH 20 million intended for the treatment of newborns in severe neonatal cases. The investigation suspects employees of the regional children's hospital: in 2022, the institution received UAH 38.2 million from the NHSU, but actually provided assistance in only 86 cases worth about UAH 12 million. The rest of the funds, according to investigators, could have been misappropriated.
