90 million planned for construction of shelter for lyceum in Mykolaiv region

A shelter for a lyceum attended by students from four villages will be built in Mykolaiv region. It is planned to spend more than UAH 90 million for this purpose.

This was reported by the Center for Public Investigations with reference to Prozorro public procurement data.

UAH 90,000,611 is planned to be spent on the new construction of a civil defense facility for the RRU on the territory of the Rybakiv Lyceum of the Koblivka Village Council. The minimum price reduction step is about UAH 900 thousand. The auction is scheduled for September 19.

The customer of the works is the Department of Education, Youth and Sports of the Koblivka Village Council. The source of financing is budgetary funds. The total construction area is 1359.6 square meters. The works are to be completed by September 1, 2025.

The shelter will include main rooms for the protection of children of all ages, play areas, sanitary stations, dirty clothes storage, food and water storage, a kitchen and technical rooms. The shelter is equipped with protective and airtight doors, louvered grilles and crawler lifts.

According to the state digital ecosystem Dream, the project is being implemented as part of the Kobleve Territorial Community Development Strategy for 2021-2027, which is currently being finalized and adjusted to meet current conditions.

The total budget is UAH 92 million 200 thousand. Of these, 70.2 million will be spent on capital expenditures, and 22 million on operating expenses.

UAH 69 million 660 thousand 334 thousand is planned for the construction itself, and UAH 572 thousand 176 thousand for design. More than 15 million is planned for taxes, expertise will cost more than 85 thousand, technical supervision - more than 963 thousand, design and survey work - 66.5 thousand, overhead and profit - more than 5 million.

Author's supervision will be carried out by Nimfan for 148,319 hryvnias.

The ecosystem also states that the total amount of confirmed funding sources is zero hryvnias.

In April, the Cabinet of Ministers of Ukraine adopted a resolution "On Amendments to the Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for the Arrangement of Safe Conditions in General Secondary Education Institutions," which approved a mechanism for allocating funding for the arrangement of safe educational spaces in educational institutions in 2024.

The priority task of the Ministry of Education and Science is to restore access to full-time education where the security situation allows. The basic need is to have shelters in schools.

At the end of August, the government again allocated about UAH 5 billion from the budget to equip shelters in schools in eight regions, including Mykolaiv. Shmyhal noted that the state budget for this year had already allocated UAH 2.5 billion for the construction of school shelters and UAH 1 billion for the purchase of buses. He also emphasized that thanks to the allocated funds and co-financing from local budgets, it is planned to purchase at least 500 school buses in 2024.
