4 thousand proceedings for violation of military registration opened in Odesa region

Since the beginning of 2025, almost 4,000 proceedings have been opened in Odesa region for violating the rules of military registration. Since the beginning of the year, more than 47,000 proceedings have been registered in Ukraine for violations of military registration.

This was reported by the monitoring service Opendatabot.

In 2025, the largest number of proceedings was in July - 7,595, most of which concerned the capital. More than a thousand proceedings for violations of military registration were opened in 18 regions of Ukraine. The highest number of cases was recorded in Kyiv - 7,163 (15%), followed by Sumy region - 4,251 (9%), then Odesa region - 3,995 (9%), Dnipro region - 3,846 (8%) and Kharkiv region - 3,349 (7%).

The lowest number of proceedings was opened in the west and in the areas of active hostilities: Mykolaiv region - 1,048, Lviv region - 626, Rivne region - 464, Ivano-Frankivsk region - 315, Kherson region - 137, Luhansk region - only 11 cases.

On July 31, 2025, a new mechanism for registering women with medical or pharmaceutical education for military service came into effect, with 26 proceedings opened under it. The activity of some CCCs remains record-breaking: in the Sumy City Center, 9 proceedings were opened for two men.

Monthly statistics show that the number of opened proceedings varied: from 4.5 thousand in January-September to a peak in July with 7.5 thousand cases. About a third of all cases were completed.

From the beginning of 2025 to July, 28 thousand proceedings were opened in Ukraine for violations of military registration. In Odesa region, 2,438 cases were registered, in Mykolaiv region - 678, and in Kherson region - 54.

The most high-profile case in 2025 was recorded in Odesa: The Prymorskyi District Territorial Recruitment Center opened seven proceedings against one man at once. This is currently an absolute record in the country for the number of fines per person for violating the rules of military registration.
