In Ukraine, 4,621 cases were opened in the first eight months of 2026 to recover unpaid wages. The Odesa region accounted for 260 of these cases.
These figures were released by OpenDataBot.
Overall, the number of new wage debt cases this year has decreased by 16% compared to the same period in 2025, when 5,470 cases were opened. At the same time, there are still 35,922 active cases regarding unpaid wages in the Unified Register of Debtors. Nearly 2,000 of them—1,957—were opened back in 2017.
In the Odesa region, 260 new cases were opened in 2026. This ranks fifth among the regions, following Kirovohrad, Dnipropetrovsk, Lviv, and Sumy.
The Odesa Port Plant stands out separately in the statistics. This year, 213 cases regarding wage arrears were filed against the company, and 212 of them remain active. The plant ranks among the top ten companies in Ukraine with the highest number of new cases.
At the same time, in terms of the total number of active cases, the Odesa Port Plant ranks eighth in Ukraine, with 608 cases.
As for the Mykolaiv region, OpenDataBot reports 15 new cases involving unpaid wages in the statistics provided.At the same time, the main sectors where wage arrears have accumulated this year include electricity and gas supply, chemical production, machine building, construction, and water supply.
In the Kherson region, only 9 new cases were opened over eight months—one of the lowest figures in Ukraine. Only the Luhansk region recorded fewer—two. Another 13 cases were filed in the Volyn region.

The largest number of new proceedings in Ukraine was opened in the Kirovohrad region—1,527, accounting for about one-third of the total. A significant portion of these is related to companies in the heat and energy supply sector.
Overall, more than half of this year’s new wage arrears stemmed from just two sectors: 1,545 cases involved electricity and gas supply, and another 989 involved chemical production.
