The Odessa Port Plant has been put up for sale for 4 billion

The State Property Fund of Ukraine has announced an auction for the privatization of the state-owned stake in JSC “Odesa Port Plant.” A 99.5667% stake in the company’s authorized capital has been put up for sale, with a starting price of over 4.3 billion hryvnias.

This information is available on the “Prozorro.Sales” electronic trading system.

The state-owned stake of 795,083,903 shares, representing 99.5667% of the company’s authorized capital, has been put up for auction. The company’s total authorized capital amounts to 798,544,000 hryvnias.

The starting price has been set at 4,308,275,796 hryvnias, excluding VAT. The minimum bid increment is 43,082,757.96 hryvnias, and the security deposit for participants is 215,413,789.80 hryvnias.

Applications to participate in the privatization auction will be accepted until October 18, 2026, and the auction itself is scheduled for October 19. The auction will be conducted using a three-round English auction procedure.

The main activity of JSC “Odesa Port Plant” is the production of fertilizers and nitrogen compounds. The company is located in the city of Pivdenne, Odesa Oblast.

The State Property Fund of Ukraine is organizing the privatization auction.

The Odesa Port Plant is one of the country’s largest chemical complexes, producing fertilizers and nitrogen compounds—including ammonia and urea—as well as transshipping its own products and those of other companies for export. More than 85% of its output is exported to over 30 countries worldwide. Last year, the Odesa Port Plant was already put up for auction. The new owner was expected to invest over 500 million hryvnias in the enterprise and resume production.

Due to the full-scale war, the plant operated at reduced capacity; therefore, restoring full production requires a major private investor, who will acquire a promising and profitable asset with access to port facilities.

Earlier, the State Property Fund of Ukraine published a schedule for preparations for large-scale privatization in 2026. The document contains a list of seven key assets and mineral deposits that are planned to be transferred to investors through open auctions.
