16 million planned for maintenance of fire systems in schools of two Odesa districts

The centers for financing and economic activity of educational institutions in Prymorskyi and Kyivskyi districts of Odesa have announced a procurement to find companies that will be paid to maintain fire alarm systems in schools and kindergartens.

This is reported in the Prozorro electronic procurement system.

The winning company will have to maintain evacuation control systems, centralized fire surveillance systems, and automatic fire extinguishing systems until December 31, 2025, in 87 educational institutions in the Primorsky district and 11 institutions in the Kyiv district. The procurement is scheduled for January 15 and 16.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Earlier, the Center for Financing and Economic Activity of Educational Institutions of Khadzhybeyskyi District of Odesa announced a procurement to find a company that will be paid to maintain fire alarm systems in schools and kindergartens. The winning company will have to maintain evacuation control systems, centralized fire surveillance systems, and automatic fire extinguishing systems in 60 schools and kindergartens until December 31, 2025.
