Theft and smuggling of grain
Grain theft is the illegal extraction and resale of Ukrainian grain, which occurs both within the country and during export abroad. The phenomenon has reached significant scale particularly during Russian aggression, when grain is exported through occupied territories and port cities, often via shadow vessels and intermediaries. Investigations of such schemes reveal corruption networks, involvement of officials and authorities, as well as international sales channels for stolen grain. Combating grain theft is part of broader efforts to counter corruption and protect Ukraine's national resources.
