Currency at home and property under occupation: what the heads of Kherson medical institutions declared

The heads of Kherson's municipal non-profit healthcare enterprises declared a total of over UAH 8.7 million in income. The Center for Public Investigations and Intent analyzed the financial reports of five heads of city medical institutions for 2025.

The research by the Center for Public Investigations and Intent covered the declarations of the heads of the Kherson City Clinical Hospital named after E. Karabelesh, Kherson City Clinical Hospital named after O. Luchansky (two directors - due to the change of leadership in October 2025), Kherson City Clinical Hospital named after A. and O. Tropin and Kherson City Dental Clinic. Four other medical facilities in the city - a psychiatric center, a geriatric center, a perinatal center, and a children's dental clinic - have ceased operations.

Income: car sale, three salaries and family business

Hanna Hostieva, the acting general director of Karabelesh Hospital, has the highest total family income: UAH 2.28 million. Guesteva's personal income amounted to UAH 1.29 million: salary of UAH 831 thousand, payments under civil law contracts of UAH 367 thousand, and part-time work of UAH 87 thousand. Her husband , Andriy Andriushchenko, earned UAH 982 thousand from his business. Before Gosteva, the hospital was headed by Alla Malytska. On July 15, 2025, Yaroslav Shanko, the head of the Kherson MVA , appointed her as his deputy for the activities of the council's executive bodies. After that, the NACP hid all her declarations for security reasons.

Andriy Fedotov, who served as CEO of the Luchansky Hospital until October 2025, declared UAH 2.07 million in family income (+14%). His personal income is UAH 1.47 million: salary of UAH 1.003 million, UAH 400 thousand from the sale of Ford Connect and Ford Mondeo, and insurance payments of UAH 65 thousand. His wife, Anna Fedotova, earned UAH 596 thousand: a salary of UAH 335 thousand and UAH 254 thousand from the sale of movable property.

Dmytro Domansky, CEO of the Tropinsky Hospital, declared UAH 2.03 million, which is twice as much as in 2024 (+106%). His personal income is UAH 1.88 million: salary of UAH 961 thousand, UAH 850 thousand from the sale of a Mazda CX-5, and a pension of UAH 68 thousand. His wife Natalia Tyutyunyk earned UAH 150 thousand.

Acting Director General of the Luchansky Hospital Viktor Kolisnyk, who replaced Fedotov in October 2025, declared 1.44 million hryvnias of family income: his own salary of 784 thousand hryvnias and a part-time job of 188 thousand hryvnias, his wife Lyudmyla - 450 thousand hryvnias of salary.

Director of Kherson City Dental Clinic Yevhen Hnylytskyi declared 896 thousand hryvnias of his own income (+81%) - salary from three jobs: UAH 543, 259, and 95 thousand. Until November 2025, Hnylytskyi combined his position with the management of the Kherson City Perinatal Center, before it was merged with the Luchansky Hospital.

It is noteworthy that the increase in income of several managers is explained mainly by one-time income - the sale of cars, rather than an increase in salaries.

Savings: foreign currency and hryvnia

The total savings of the five executives amounted to UAH 4.57 million.

The director of a dental clinic, Yevhen Hnylytskyi, has accumulated the most - UAH 1.32 million: EUR 5,001 (UAH 249 thousand at the NBU exchange rate as of December 31, 2025), USD 200, and UAH 813 thousand in cash. Savings increased by 98 percent.

Viktor Kolisnyk, acting director of the Luchansky Hospital, was the second highest earner with UAH 975 thousand in savings: USD 4,500 (UAH 191,000) and EUR 4,500 (UAH 224,000) on accounts, UAH 144,000 on a hryvnia account, and USD 9,800 in cash from his wife Liudmyla (UAH 415,000).

Dmytro Domansky kept UAH 830 thousand: EUR 8,000 (UAH 399,000) and USD 6,000 (UAH 254,000), and UAH 177,000 in accounts. An increase of 132 percent.

Hanna Hostieva declared UAH 747 thousand: USD 7,000 from her husband (UAH 297,000), USD 5,000 personally (UAH 212,000), EUR 273 and UAH 224,000 on accounts.

Andriy Fedotov has accumulated UAH 698 thousand in cash.

A typical pattern is that four out of five executives keep part or all of their savings in foreign currency - dollars or euros.

Houses, apartments and other real estate

Dmytro Domansky has the largest real estate portfolio: 344 square meters of living space. Domanskyi declared a 115-square-meter house and an 82-square-meter apartment in Odesa. His wife Natalia Tiutiunyk declared two households of 101 and 45 square meters - all the properties, except for the Odesa apartment, are located in the Kherson city community, but the specific addresses are not specified in the declaration. In addition, Domanskyi has non-residential premises: his own 98 square meters in Kherson and 92 square meters in Odesa, as well as a garage and several small objects in his wife's Bilozerka and Kherson city community.

Yevhen Hnylytskyi declared 143 square meters: a 63-square-meter apartment in Nova Kakhovka in joint partial ownership and his own 80-square-meter house in Tavriysk. Both settlements are located on the temporarily occupied territory of Kherson region.

Hanna Hostieva owns a 60-square-meter house in Kherson in joint ownership with her husband. Acting Director General Viktor Kolisnyk declared a 54-square-meter house in Kherson as his own. Andriy Fedotov declared only his wife's 26-square-meter house in Kakhovka, also in the temporarily occupied territory.

Thus, the real estate of the two leaders - Hnylytskyi and Fedotov - is located on the occupied territories and is actually unavailable for use.

Land in the TOT

Dmytro Domanskyi declared 0.18 hectares of his own land in Kherson city community and a plot of 1,066 square meters owned by his wife. Yevhen Hnylytskyi - 0.05 hectares in Tavriysk, also in the occupied territory.

Directors' iron horses

The most expensive car in the sample is a 2018 Tesla Model 3 worth UAH 695 thousand owned by Dmytro Domanskyi. It is noteworthy that in 2025 he sold a Mazda CX-5 for UAH 850 thousand, and this was the main factor in doubling his income. Viktor Kolisnyk declared a 2018 Volvo V40 Cross Country (UAH 720 thousand). Andriy Fedotov - Opel Mokka 2021 (UAH 666 thousand). Yevhen Hnylytskyi - Renault Megane 2012 (UAH 139 thousand). Hanna Hostieva did not declare a car.

Half of the medical network has been liquidated

Out of eight municipal medical institutions of Kherson City Council, only four are currently functioning. The rest have stopped working.

In November 2025, the Kherson City Perinatal Center of the second level named after Z. S. Klymenko was merged with the O. S. Luchansky Hospital. Until then, the director of the city dental clinic, Yevhen Hnylytskyi, had been acting as the center's director.

The Kherson City Psychiatric Center and the Kherson City Geriatric Center were merged with the Athanasius and Olga Tropin Hospital based on the decisions of the Kherson City Military Administration of April 17, 2025 (No. 350 and No. 358). The hospital's CEO Dmytro Domansky was appointed responsible for registering the changes. As of June 2026, the psychiatric center is still legally in the process of being closed.

The Kherson City Children's Dental Clinic was liquidated - the state registration of the legal entity was terminated.

Thus, half of the former network of municipal medical institutions in Kherson no longer exists as independent institutions - and this is not even taking into account that part of the property of two of the four managers is still located on the occupied territories.

Therefore, five heads of Kherson medical institutions declared UAH 8.7 million in total income and UAH 4.6 million in savings. The richest in terms of assets is Dmytro Domansky, CEO of the Tropinsky Hospital: 344 square meters of housing in the Kherson city community and Odesa, non-residential premises in two cities, and a Tesla Model 3. The 106 percent increase in his income is mainly due to the sale of the car. Part of Domansky's and Fedotov's real estate is located in the temporarily occupied territories of Kherson region.
