The Cabinet of Ministers of Ukraine has adopted an experimental procedure that allows enterprises to be involved in the formation of air defense groups.
This was reported by the Center for Transportation Strategies with reference to the Minister of Defense of Ukraine Denys Shmyhal.
According to the minister, enterprises operating in such strategic areas as energy, communications, and transportation can join the project. They will be allowed to purchase or receive air defense equipment by decision of the military command or through supply procedures approved by the Ministry of Defense. The air defense groups will operate exclusively under the commands of the military command within the unified command and control system of the Air Force. The leaders of such groups will work in the digital air defense management system.
The Ministry of Defense noted that participation in the project is also open to enterprises "that have the necessary resources and comply with security requirements." Interested companies must submit an application with information about the resources and composition of the future group. The Ministry of Defense will verify compliance with security requirements and issue a permit to establish the group. The company then operates within the Air Force's management system - it receives tasks, coordinates and reports on the results.
According to the CTS, the Odesa Regional Military Administration assured that the region has already identified a list of companies that fall under the new rules. Therefore, they will be able to purchase and install air defense equipment after going through the appropriate approval procedures with the Ministry of Defense and the General Staff of the Armed Forces.
Business representatives from the transportation industry, whom the CCC approached about the prospects of such an initiative, are currently rather cautious in their assessments. Several port terminal managers said that they have started discussing this with business, but it is still in the process.
