On October 27, the High Anti-Corruption Court began a retrial of the case against former Odesa Mayor Hennadiy Trukhanov regarding the alleged embezzlement of 92.6 million hryvnias from the city budget during the purchase of the “Krayan” factory buildings. The trial had to start over due to the replacement of one of the judges on the panel.

This was reported by the “VAKS Decided” project of Transparency International Ukraine.

The need for a retrial arose after the judge was replaced back in June 2026. The prosecutor requested that the hearing resume from the stage at which the previous panel of judges had paused. However, the defense insisted on starting the case from the beginning.

For several months, the court was unable to decide on how to proceed with the trial due to the absence of the defendants and their defense attorneys. During the hearing on October 27, the court reconfirmed the defendants’ identities, after which the parties proceeded to their opening statements.

The case has been pending before the High Anti-Corruption Court since March 2021. At that time, the Appeals Chamber of the High Anti-Corruption Court overturned the acquittal handed down by the Malynovsky District Court of Odesa. Currently, the case is still in the stage of reviewing the prosecution’s written evidence.

According to the project, the statute of limitations for prosecution expires in 2031. At the same time, the proceedings have been repeatedly postponed due to air raid alerts, the failure of participants to appear, and scheduling conflicts among court hearings.

The “Krayan” factory case concerns events in 2016, when the Odesa City Council purchased the administrative buildings of the former “Krayan” factory. According to the prosecution, the property was purchased at an inflated price, which led to the alleged misappropriation of 92.6 million hryvnias in budget funds. Among the defendants are Trukhanov, his deputy, and city council officials.
