People are prohibited from staying on or moving around the beaches in the Odesa region

A special regime has been established along the Black Sea coast in the Odesa region. It imposes restrictions on movement and prohibits people from entering designated areas of the beach zones.

The corresponding Order No. 54/31, dated September 30, 2026, was signed by Denis Nosikov, commander of the “Odesa” operational-tactical group, and Oleg Kipper, head of the Odesa Regional State Administration.

The document applies to the Black Sea coast, internal waters within beach zones, and beach zones located within the Black Sea coastal protection zone in the Odesa region. In these territories, citizens, foreigners, and stateless persons are prohibited from staying, moving about, entering, or leaving, and vehicles are prohibited from entering or exiting.

At the same time, the order provides for a number of exceptions. In particular, members of the Armed Forces of Ukraine, employees of the State Border Guard Service, the National Guard, the police, the Security Service of Ukraine (SBU), the State Emergency Service (SES), the State Special Transport Service, emergency medical services, and other designated services—provided this is related to the performance of their duties and they possess the appropriate documentation.

The movement of military cargo and personnel carrying weapons and ammunition is also permitted if necessary for the performance of official duties.

Certain obligations have been imposed on owners and users of premises and land plots within the territories where the special regime is in effect. They must comply with the established restrictions, organize their economic activities in accordance with the requirements of the order, and report any suspicious objects to the State Emergency Service or the police.

Additional powers have been granted to patrols in these areas. They may check documents, detain and hand over to the police individuals who have committed or are suspected of committing offenses, inspect personal belongings, vehicles, and luggage, as well as temporarily restrict or prohibit the movement of people and vehicles in certain areas.

At the same time, there are currently no signs on Odesa’s beaches prohibiting people from being there. According to an Intent correspondent, as of this morning, there are people on the beaches, though not many.

The new order also repeals the previous order issued by the commander of the Odessa Territorial Administration "Odesa" and the head of the Odesa Regional State Administration dated June 11, 2026, No. 26/12, which established a special regime for entry and exit and restrictions on movement in certain areas of the Odesa region.

Thus, the order imposes restrictions on specific coastal areas; however, as of the morning of October 6, no actual warning signs had been posted on the beaches visited by an Intent correspondent.
