Odessa ranked among the bottom performers on the Euroindex of Cities

Odessa ranked 8th out of 11 in the European Cities Index, which assesses city councils’ readiness for European integration—the city scored 36.4 out of 100, compared to an average of 44.

This is according to a study by TI Ukraine’s “Transparent Cities” program.

Odessa’s Results

Odesa ranked second among the cities in the sample in the “Openness” subindex, with 64 points out of 100. Only Dnipro scored higher (66 points).

Odessa’s scores in other categories are as follows:

  • “E-Services” – 51 points;
  • "Public Finance" – 49 points;
  • “Integrity and Anti-Cor ruption” – 30 points;
  • “Accountability”—24 points;
  • "Open Data" – 0 points.

According to the study, Kharkiv, Poltava, Khmelnytskyi, and Chernihiv also scored less than 20 points in the “Open Data” category.

The gap between Odesa’s highest and lowest scores was 64 points. This is the largest gap among all cities in the sample. According to analysts, such a stark contrast indicates the development of certain areas and a lack of attention to others.

Odesa Among Frontline Cities

Analysts separately examined three regional centers designated as potential combat zones—Zaporizhzhia, Odesa, and Kharkiv. Their average score was 40.3 points. This is only five points lower than that of the eight cities in the rear.

For Odesa, the problem areas identified were “Open Data,” “Integrity and Anti-Corruption,” and “Accountability.”

During a follow-up assessment of e-services in July 2026, no significant changes were observed in Odesa. Similarly, no changes were noted in Kharkiv and Chernihiv.

Overall Findings of the Study

Kyiv (55.3 points) and Lutsk (53.4 points) topped the Euroindex. Poltava (30.4 points) and Chernihiv (29.9 points) had the lowest scores.

The study took place from October 2025 to July 2026. Analysts evaluated 11 cities: ten regional centers and Kyiv. They assessed six areas—openness, e-services, open data, public finances, integrity, and accountability.

According to TI Ukraine, follow-up assessments showed improvements in all three areas that were monitored for a second time. In particular, the average level of compliance with openness indicators rose from 53.5% to 72.4%.
