The BEB uncovered a possible embezzlement of budget funds by officials of the Odesa City Council and contractors during the execution of work under the city’s “Barrier-Free Odesa” program. During the investigation, detectives seized a sample of the road surface.
The Center for Public Investigations examined the details of the case.
According to the investigation, officials from the Odessa City Council’s Department of Territorial Engineering Protection and Coastal Development may have colluded with representatives of Yug-Kurort-Service LLC. This involves the possible misappropriation of budget funds during the implementation of the “Barrier-Free Odesa” program.
A separate incident involved a contract between the Odesa City Council’s Road Maintenance Department and “Rostdorstroy” LLC. According to the investigation, department officials and company representatives may have entered false information regarding the scope of work and the cost of materials into the certificates of completion.
A construction and technical examination was ordered to verify these circumstances. While inspecting sections of the road on Prince Vladimir the Great Avenue and Academician Zabolotny Street, BEB detectives seized a 100-millimeter-diameter core sample of the road surface.
This very sample became the subject of a separate court proceeding. The detective requested that the core be seized as physical evidence.
According to YouControl, Yug-Kurort-Service LLC was registered in Odesa in 2004. Andriy Naumenko is the owner and director of the company . In total, the company participated in two tenders, both of which were related to the renovation of the beach for people with disabilities. The company earned over 19.7 million hryvnias from these projects.
“Rostdorstroy” LLC is owned by Yuriy Schumacher, a member of the Odesa City Council, and businessman Yevgeny Konovalov. The cost of the road and sidewalk repairs mentioned in the case amounted to approximately 80.9 million hryvnias.
As Intent reported, it was decided to extend the “Barrier-Free Odesa” program for at least another year. More than 1 billion hryvnias from the municipal budget are earmarked for this purpose.
