Courts have held five officials from the Odesa Regional and Peresyp District Territorial Centers for Recruitment and Social Support administratively liable. Each was fined 17,000 hryvnias for negligent conduct regarding military service under martial law.
This was reported by the Specialized Prosecutor’s Office for Defense Affairs in the Southern Region.
Among those held accountable were the acting heads and deputy heads of both recruitment and social support centers.
According to the prosecutor’s office, the officials failed to ensure proper oversight of the work of the mobilization teams. The violations concerned route planning, the delivery of summonses, the use of dashcams and official vehicles, the wearing of military uniforms, the presentation of official identification, and interactions with citizens.
In addition, the prosecutor’s office is overseeing criminal proceedings regarding the military officials’ negligent attitude toward military service.
According to the investigation, from January to May 2026, some of the conscripts whom police officers transported to the Territorial Recruitment Centers (TRCs) and Specialized Points (SPs) in the Odesa region were not held administratively liable, even though they were wanted at the initiative of the TRCs. According to the investigation, certain individuals were unjustifiably not called up for military service during mobilization.
