The Mykolaiv Regional Council has started testing a new online voting system called Golos at meetings of deputy commissions.
This became known during a meeting of the commission on social policy, healthcare and protection of veterans' rights.
According to Prozorro, the services for the development and implementation of the platform were purchased from private entrepreneur Vasyl Zhuravinsky in early October for UAH 320,000, and the supplier undertook to install the software by October 31, 2025. This software fully complies with the regional council's regulations, includes a full set of functions for holding meetings and ensures automatic recording of all procedures.
The system supports electronic registration of deputies, technical minutes, recording of all events, recording of speeches, speaker queue, timer, and automatic giving the floor to the speaker. In addition, it allows for electronic agenda generation, creation and editing of draft decisions, amendments, and annexes, as well as uploading documents in various formats (PDF, DOCX, XLSX, RTF, etc.).
Key functions include roll-call voting with results displayed on the screen, automatic generation of minutes, search for votes, generation of statistics, attendance ratings, and reports for each deputy.
Additionally, the system provides a guest mode, recording of conflicts of interest with automatic reflection in the minutes, chat, video recording, and broadcasting of meetings on YouTube. To protect information, the system automatically creates backup copies after each meeting, which are stored on the regional council's equipment. The vendor also provides 12 months of warranty support, consultations, and regular updates.
