Living Conditions for Evacuated Children in Mykolaiv Art Lyceum Under Scrutiny

In Mykolaiv, we checked the living conditions in an art lyceum where evacuated children are staying. We are talking about monitoring the Antonivsky Art Lyceum. Children live in inadequate conditions and face discrimination.
This was reported by a member of the monitoring group of the Ombudsman's Office, human rights activist Inna Miroshnychenko.
According to the lawyer, this institution has become a temporary shelter for the Mykolaiv Center for Social and Psychological Rehabilitation of Children. Currently, the center has 26 children and a staff of 89 people, with an annual budget of 17 million hryvnias.

Antonivsky Art Lyceum is designed for 169 children, with a budget of 11 million hryvnias per year. As the human rights activist noted, the art institution is only in name, and children live here on full board, both those with parents and orphans.
The issue of discrimination arises because of the principle of "friend or foe", which puts children in unequal conditions. The lawyer emphasized that during alarms, children from the center for social and psychological rehabilitation are not allowed to go to the shelter, they have to wait in the assembly hall.

The lyceum turns off the heating in some of the rooms used by the center. Several children have scabies, they are isolated and not taken to the hospital. They are also not allowed to go to the shelter during the alarm. The humanitarian aid warehouse looks more like a landfill.
The inspection reports and recommendations were sent to the relevant authorities. Inna Miroshnychenko demands a clear and quick response, instead of creating new commissions that will only delay the process.
In the Mykolaiv region, an investigation is ongoing into the inadequate conditions in educational institutions that were checked during the visit by representatives of the Ombudsman's monitoring group. Numerous violations were recorded at the Lysohirsk Special School, including the lack of proper toilets, showers, and properly equipped classrooms.

After the report of the Ukrainian Parliamentary Commissioner for Human Rights was published, a scandal erupted - the deputy director called the inspection a paid-for one aimed at discrediting the institution. Currently, criminal proceedings have been opened under the article on torture.
