The Ministry of Defense is preparing inspections of the TCCs in Odesa and Mykolaiv

The Ministry of Defense is organizing a comprehensive inspection of the Mykolaiv and Odesa regional military recruitment centers and joint staffs following numerous complaints of violations.
Deputy Minister of Defense Vasyl Shkurakov announced this during the government’s question-and-answer session.
Shkurakov said that a decision has already been made to inspect the two territorial recruitment centers.
“A decision has already been made today to inspect the Mykolaiv and Odesa Territorial Recruitment Centers—a comprehensive inspection of these two agencies,” he said.
The Ministry of Defense notes that the inspections are intended to establish all the circumstances of possible violations and assess the actions of officials.
Appropriate decisions will be made based on the results of the inspections. Official details regarding the timing of the inspections and the specific incidents that prompted them have not yet been disclosed.
Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, described how a mobilized man with injuries spent 18 days at the Mykolaiv Regional Military Registration and Enlistment Office, noting that this is not an isolated case.
In June 2026, the ombudsman reported systemic violations at the Mykolaiv Regional Military Registration and Enlistment Office. Representatives of the Verkhovna Rada Commissioner for Human Rights released six men who had been unlawfully detained at the institution’s assembly point.
Among those released was a man with broken ribs who has legal grounds for deferment: he is the sole caregiver for his 80-year-old mother.
Four other men were also released from the facility. Two of them have serious illnesses—one has viral hepatitis, and the other has knee problems.
In June, the State Bureau of Investigation (DBR) uncovered a large-scale scheme of illegal detention and cruel treatment of people in Odesa. This also involved the illegal coercion of citizens into mobilization.
In addition, the Bureau has completed an investigation into officials at one of the district military registration and enlistment offices and a joint venture in the Mykolaiv region. Investigators believe that they illegally detained and tortured a man during the mobilization process.
