Torture in the basement of the TCC

Employees of the State Bureau of Investigations have completed a pre-trial investigation into officials at one of the district territorial centers for conscription and social support in Mykolaiv Oblast, who are suspected of unlawfully detaining and torturing a man during mobilization activities.

This was reported by the SBI’s press service.

According to the investigation, in late 2025, TCC employees brought a father of five children with health problems to the recruitment center. Despite this, the man was deemed fit for military service after undergoing a military medical examination.

The DBR notes that subsequently, two military units refused to accept the mobilized man due to his health condition. After that, according to the investigation, TCC officials decided to fulfill the mobilization plan at all costs.

Law enforcement officials claim that the man was unlawfully detained for nine days, including in a basement. He was allegedly subjected to physical violence and psychological pressure, with demands that he agree to mobilization voluntarily or sign documents stating he had no claims against TCC employees.

According to the State Bureau of Investigation (DBR), the decision to release the man was made only after the effects of the beating became apparent. After his release, he sought medical attention.

Doctors diagnosed the victim with a concussion, a broken arm and rib, numerous abrasions, and infected wounds, which, according to the investigation, were caused by being tied up.

The acting head of the fourth department of the Voznesensk District Center for Temporary Detention and Pretrial Detention, along with two of his subordinates, will stand trial.

They are charged with torture and unlawful deprivation of liberty committed by a group of individuals. The penalties under these articles provide for up to 12 years of imprisonment.

Recently, following an inspection by representatives of the Verkhovna Rada Commissioner for Human Rights, six men were released from the Mykolaiv Regional Territorial Center for Recruitment and Social Support, as the authorities had no legal grounds to detain them. Among them was a man with broken ribs, as well as individuals who had legal grounds for deferment from mobilization.
