MP's firm in Izmail was given almost 2 million contract for restoration without auction

The local company Rodnik, owned by Izmail City Council member Ihor Dekhtyarev, will be engaged in the restoration of a five-story building that was damaged in Izmail, Odesa Oblast, as a result of a drone attack.
This is stated in the electronic procurement system Prozorro, according to the Center for Public Investigations.
The Housing and Communal Services Department of the Izmail City Council awarded them a contract for UAH 1.6 million without an auction, in the format of procurement without using the electronic system.
The department explains this procurement procedure by the desire to restore the damaged building as quickly as possible.
According to the procurement documents, Rodnik workers have until September 9 this year to repair the damage sustained by the high-rise building in the Krepost neighborhood due to blast waves during the Russian shelling.
In particular, 79 square meters of the ceiling, the facade of the building, interior walls, partitions, tiles in the entrance, five lamps and eight entrance doors, two double-glazed windows, and plastic lining of the balconies (about 80 square meters) are to be restored.
It should be noted that on the night of July 24, Russia massively shelled Izmail with Shahed drones. A munition hit a five-story residential building: windows, a stairwell and the facade were partially destroyed. Three people were hospitalized.
This is not the first time that the company of the Izmail MP has been awarded restoration contracts without an auction. In October 2023, the Housing and Communal Services Department of the Izmail City Council in Odesa Oblast also signed a contract with Rodnik, a private enterprise, without a tender to repair an apartment building damaged by a Shahedi attack in Izmail. The contract is worth UAH 2 million 405 thousand.
