The head of the Peresypsk District Administration in Odessa has been replaced

Acting Mayor Ihor Koval dismissed Yuriy Kushchenko from his position as head of the Peresypsk District Administration, a post to which he had appointed Kushchenko in December 2025.
The Odessa City Hall press office released the corresponding order.
Yuriy Kushchenko was born in 1974, holds a college degree, and has extensive business experience. He also worked for the Security Service of Ukraine and underwent a security clearance review in 2014.

In his 2025 declaration, he stated that his wife purchased two plots of land in 2025, measuring 1,000 square meters and 20,000 square meters, respectively. The first plot is located in the village of Velykyi Dalnyk, while the declaration states regarding the second that “a family member did not provide information.” These are in addition to previously declared assets: an apartment in Odesa measuring 118 square meters, non-residential premises measuring 200 and 132 square meters, two parking spaces, as well as a number of expensive Breitling and Patek Philippe watches (three for himself and one for his wife), a 2012 Volkswagen Touareg and a 2017 Mercedes-Benz GLS 350 D (2017 model year), a 2010 MAN TGX 18.480 truck, and a 2016 INTER CARS NW semi-trailer.
Yuriy Kushchenko is the owner of Twins-Group LLC and in 2025 earned 4 million 338 thousand hryvnias from his business, in addition to the 43 thousand 329 hryvnias he earned as head of the administration and a pension of 318.9 thousand hryvnias. His wife earned 1,305,700 hryvnias from her business, plus 794,300 hryvnias from the sale of real estate and 8,400 hryvnias from renting out property.
The family’s savings consist solely of cash: 11 million hryvnias and 120,000 dollars belonging to Yuriy Kushchenko, and 6 million and 70,000 dollars belonging to his wife.
Sviatoslav Halanzovsky, who is currently the first deputy head, has been temporarily appointed to serve as acting head of the administration.

Halanovskyi’s 2025 declaration is more modest—his real estate holdings include an apartment in Brovary, of which he owns 37%, his wife’s apartment in Mykolaiv, and a residential building in Odesa with an area of 1,001.1 square meters, of which his wife owns 6%.
His vehicle holdings consist of four passenger cars, three of which—a 2020 RAVON R2, a 2006 Hyundai Getz, and a 2008 Opel Astra—are jointly owned by him and his wife, while Sviatoslav Galanzovsky has been using another car—a 2012 BMW 328i—since 2025. It belongs to Tamara Galanzovska.
Halanovskyi’s income is also more modest—242,400, which he earned at the “Pivnichnyi” Housing and Communal Services Company, 38,000 at the “Peresypskyi” Housing and Communal Services Company, and 257,000 as deputy head of the district administration. His savings total 400 thousand hryvnias.
