Odessa has approved a procedure for cases where parked cars obstruct the movement of electric public transportation. Owners of such vehicles face fines, towing fees, and compensation for losses resulting from the downtime of trams and trolleybuses.

This was discussed at an extraordinary session of the Odesa City Council, which was broadcast by Intent.

Under the new rules, violations will be documented by parking inspectors from the Department of Transportation, Communications, and Traffic Management. They will also issue orders regarding administrative offenses.

If an improperly parked car causes a prolonged delay in electric transit service, the vehicle may be towed to a patrol police impound lot.

In addition to an administrative fine and the cost of towing, the vehicle owner must compensate the municipal enterprise “Odesmiskelektrotrans” for losses resulting from the disruption to public transit. This refers to lost revenue from passenger transportation.

Back in August 2026, at a meeting of the Odessa City Council’s Standing Committee on Transportation and Road Infrastructure, a procedure was discussed for cases where tram traffic is blocked due to traffic accidents or illegally parked vehicles.

At that time, committee chair Petro Obukhov explained that the tram driver must notify the dispatch service of the obstruction and call the police. Afterward, the duration of the delay will be recorded, and law enforcement will identify the vehicle’s owner.
