Updated!Odessa has revised its program for the restoration of apartment buildings damaged by shelling

In Odesa, changes have been made to the city’s “Unbreakable Odesa” program, which provides for the restoration of buildings damaged by shelling. Specifically, the list of residential properties scheduled for restoration in 2026 has been updated.
The corresponding order was published on the Odesa City Government’s website.
The document was signed by Serhiy Lysak, head of the Odesa City Military Administration.
The changes pertain to the “Unbreakable Odesa” program for 2024–2029. The updated version includes the program’s overview, a funding plan, and a list of measures.
The list of apartment buildings damaged by Russian shelling that are scheduled for restoration in 2026 has also been updated. This involves repairs to common areas and major renovations of residential buildings.
Ivan Donchenko, deputy head of the Odesa City Military Administration, has been tasked with overseeing the implementation of the order .
Russian forces are systematically attacking Odesa, destroying residential buildings and civilian infrastructure.
The most recent strikes were recorded on September 29—residential buildings, a civilian enterprise, port infrastructure, an educational institution, an animal shelter, and vehicles were damaged. The blast wave shattered windows in neighboring high-rise buildings. According to the State Emergency Service, eight people were injured.
On September 28, a Russian drone struck a high-rise building in Moldavanka. An apartment on the 12th floor was completely destroyed, and the facade, windows, and balconies on floors 1 through 11 were damaged. Four people were injured.
On September 24–25, dozens of private homes and high-rise buildings in Odesa and nearby towns, including Fontanka and Svitlyi, were damaged as a result of massive drone attacks. At one private residence, a garage and a car were burned. On September 25, a 51-year-old man was killed in the shelling.
On September 17, during a nighttime drone attack, a 19-story residential building was damaged, with ten apartments destroyed. In another part of the city, one private home was completely destroyed, and another was damaged. Six residents were injured in that incident, including two children.
