Kherson has allocated 400 million for the purchase of mobile shelters

Kherson has approved a program to protect the population and the community’s territory from emergencies for 2026–2028. Half a billion hryvnias have been allocated for its implementation, a significant portion of which will be directed toward shelters and civil defense systems.

The Center for Public Investigations has determined how the funds were allocated.

According to an order byYaroslav Shank,head of the Kherson City Military Administration,nearly 190 million hryvnias are planned to be spent on the programin2026, over 162 million in 2027, and more than 150 million in 2028. The main source of funding is expected to be the budget of the Kherson City Territorial Community.

The largest expenditure item is 402.9 million hryvnias for the purchase and installation of basic shelters, modular protective structures, and other means of sheltering the population.

An additional 43.1 million hryvnias has been allocated for communications equipment, supplies, and materials for shelters. More than 26.1 million hryvnias has been set aside for the development and technical modernization of the local centralized warning system.

In addition, 4.6 million hryvnias are planned to be spent on replenishing material reserves, and nearly 4 million on warning systems in protective structures.

The program also provides for funding for emergency rescue services, safe havens, firefighting equipment, medical supplies, public education, and measures to protect critical infrastructure.

Kherson has also approved a public investment plan for 2027–2029. The largest share of funding is earmarked for education, municipal infrastructure, and public safety. According to the plan, the total volume of public investments for 2027–2029 is projected at 94.179 million hryvnias.
