The Odessa City Council has appointed three veterans of the war with Russia to its executive committee. Council members adopted the corresponding resolution on October 28 during a session.
This information came to light during a live broadcast of the Odessa City Council meeting.
The new members of the executive committee are veterans and combatants Denis Kartashev, Vadym Nesterenko, and Serhiy Pushkarenko. Their nominations were previously approved by the Odessa Council of Veterans in August 2026.
The issue of veteran representation on the Executive Committee had been under discussion since April. At that time, a conflict arose during a City Council session between veterans, labor union representatives, and council members over the inclusion of a representative of the veteran community on the Executive Committee.
Military personnel and representatives of veterans’ organizations advocated for the candidacy of Vadym Shipulin and demanded that it be put to a vote. They stated that he was supported by several organizations.
Instead, the city council insisted on creating a Veterans’ Council to select candidates for the executive committee. Subsequently, the council approved the candidacies of three veterans, who have now been included in the executive committee.
In total, the Odesa City Council’s executive committee has 18 members. It includes representatives of the city administration, the city’s military administration, department heads, as well as representatives from the civil society sector, education, and business.
The Executive Committee is the body responsible for ensuring the implementation of City Council decisions and handling day-to-day administrative matters. In particular, it conducts preliminary reviews of the community budget proposal, city development programs, and draft resolutions that are submitted to council members for consideration.
The Executive Committee also coordinates the work of city departments, offices, and municipal utilities, hears reports from their heads, and has the authority to overturn decisions made by subordinate executive bodies.
