In Odessa, 34 million was allocated for trash collection sites in the private sector

Odesa plans to reallocate funding for the program supporting community-based organizations. Specifically, 34 million hryvnias have been added to the program to set up container collection sites in the private sector.

The Center for Public Investigations examined the details of the program.

The Executive Committee of the Odesa City Council proposed amendments to the city’s targeted program for supporting community-based organizations, which covers the period from 2020 to 2028. 

Starting in 2025, responsibility for implementing some of the measures was transferred to four district administrations: Kyiv, Peresyp, Primorsk, and Khadzhibey. Specifically, 71.01 million hryvnias were allocated for the entire duration of the program to establish fully-fledged budgets for community self-organization bodies.

A new initiative has also been added to the program: the installation of container collection sites in the private sector. The city plans to allocate 34.04 million hryvnias for this purpose from 2026 to 2028. The Peresypsk District Administration is set to receive the largest amount—18.18 million hryvnias.

Separately, the program allocates 33.43 million hryvnias for 2024–2028 to fund the operations of local governments and state institutions during martial law. Of this amount, 12.9 million hryvnias are earmarked for the Odesa District Council, 18.02 million for the Main Directorate of the State Tax Service in the Odesa region, and 2.51 million hryvnias for the Treasury.

As reported by Intent, Odesa’s budget for the first half of 2026 received 10.19 billion hryvnias in revenue. At the same time, as of July 1, the city’s guaranteed debt for international infrastructure projects exceeded 1.23 billion hryvnias.
