Odessa's budget received 10 billion in revenue during the first half of the year

The budget of the Odesa City Territorial Community received 10.19 billion hryvnias in revenue during the first half of 2026. At the same time, as of July 1, the city’s guaranteed debt for international infrastructure projects exceeded 1.23 billion hryvnias.

The Center for Public Investigations analyzed Odesa’s expenditures and determined which projects the city has debt obligations for.

The Executive Committee of the Odesa City Council reviewed the report on the implementation of the municipal budget for the first half of 2026.

The revised annual revenue plan for 2026 totals 18.51 billion hryvnias. Over six months, the city received 10.19 billion hryvnias, fulfilling 55.1% of the annual plan.

Excluding transfers, the general fund received 7.32 billion UAH—106.2% of the amount planned for this period. Thus, the budget received an additional 424.46 million UAH. Compared to the first half of 2025, General Fund revenues increased by 1.12 billion UAH, or 18.1%.

Personal income tax remained the largest source of revenue. Over the first half of the year, it generated 4.04 billion UAH—598.1 million UAH more than during the same period last year. Total tax revenues amounted to 6.70 billion UAH.

Budget expenditures for the first half of the year totaled 8.58 billion UAH, or 46% of the annual plan. Of this amount, 7.81 billion UAH went to the General Fund, and 766.1 million UAH to the Special Fund. Compared to the first half of 2025, expenditures increased by 1.17 billion UAH, or 15.8%.

UAH 5.01 billion was allocated to mandatory expenditures. The largest portion—nearly UAH 3.99 billion—was spent on wages and related benefits. Another 484.9 million UAH was spent on social security, and 323.3 million UAH on utilities and energy.

The budget allocated 780.1 million UAH for defense and security, of which 494.6 million UAH was spent in the first half of the year. Specifically, 461.8 million UAH was allocated to countering Russian aggression, national security, and civil protection.

At the same time, the city has over 1.23 billion UAH in guaranteed debt. The bulk of these obligations stems from two international infrastructure projects.

Also, in Odessa, during the first half of 2026, 55 million of the planned 600 million was spent on implementing the city’s targeted housing development program. At the same time, the department is requesting an additional 65 million in funding to modernize elevators.
