The Kherson City Military Administration has amended the program for the protection of the population and territories against emergencies for 2026–2028. The total funding amounts to 503.99 million hryvnias.

This is stated in an order signed by Yaroslav Shanko, head of the Kherson City Military Administration.

The order amends the program approved on August 24, 2026. Specifically, clause 5 of the program’s implementation measures and the corresponding total amounts were adjusted, and clause 7 of the program’s specifications was updated—which is where the new total funding amount is specified.

The estimated costs for funding the measures from the budget of the Kherson City Territorial Community were allocated as follows:

  • 2026 — 191.4 million hryvnias;
  • 2027 – 162.3 million hryvnias;
  • 2028 – 150.6 million hryvnias.

The funds are planned to be allocated to finance the program’s activities from the budget of the Kherson City Territorial Community. In particular, the activities include replenishing the local material reserve for the prevention of emergencies and the elimination of their consequences. 6.331 million hryvnias have been allocated for this purpose.

The Department of Budget and Finance of the Kherson City Council was tasked with ensuring funding for the program’s activities within the budget.

Earlier, Kherson reallocated 419 million to municipal utilities. At that time, the adjustments were made to the budget program designed to support the operations of enterprises, institutions, and organizations in the housing and utilities sector.

In addition, the Kherson City Council allocated 38 million to support three municipal enterprises.
