Former head of the Odesa District Council Vitaliy Barvinenko said he had prepared a statement to the National Anti-Corruption Bureau of Ukraine regarding the head of the Odesa Regional Military Administration Oleh Kiper and the head of the Odesa Regional Council Hryhoriy Didenko.
According to Vitaliy Barvinenko, the heads of the Regional Military Administration and the District Council committed abuse of office by asking the communities of the region to purchase cars and transfer them to the regional administration.
The cars in question are two Toyota Camry Prestige cars purchased for UAH 1.7 and 1.8 million by the Podilska and Fontanska communities of the region. Vitaliy Barvinenko said that in this way, the heads of regional authorities received "kickbacks" from the communities for the distributed funds from the regional budget.
Intent asked the press service of the head of the Odesa regional administration to comment on these statements, but has not yet received a comment.
The information about the transfer of these cars to the regional administration was confirmed to journalists by the acting head of the Fontansky village council, Andriy Serebriy, who noted that the Odesa regional council had asked for the car. However, he noted that the car was purchased for the regional council after a letter with such a request came from them.
"We made this purchase. Not for ourselves, but for further transfer to the regional council. This is how human relations are built. If you get something, you have to give something in return. I think it is quite balanced. I was asked to submit it to the session," said Andriy Serebriy.
Dmytro Kovbasyuk, a deputy of the Odesa Regional Council, noted that the price of the car is not overpriced, and that not only Podilska or Fontanska communities have requested the cars. In addition, according to the deputy, the Fontansky village council, for example, received more from the regional budget than it spent on the purchase of the car and that this is a completely normal practice.
