In Mykolaiv Oblast, access to documents was granted due to suspicions of overpayment for a garbage truck

In the Mykolaiv region, a court granted the prosecutor’s office access to the original documents regarding the purchase of a garbage truck for more than eight million hryvnias. Investigators suspect officials of abuse of office, as the cost of the vehicle was inflated compared to market prices.

To conduct forensic economic, commodity, and handwriting analyses, the court authorized law enforcement to access and seize the originals of the contract, acceptance and transfer acts, payment documents, and certificates of conformity for a period of two months.

According to the pretrial investigation, in the fall of 2025, the contracting authority organized a public procurement for a garbage truck with an estimated cost of 8.81 million hryvnias, funded by the local budget. Only one company submitted a bid, and in October 2025, a contract worth 8.65 million hryvnias was signed with that company. By December of that same year, full payment had been made for the equipment.

However, during a review of open sources and market analysis, prosecutors discovered that the average market price for a similar garbage truck in 2025 was no more than 6 million hryvnias. Thus, the likely amount overpaid from the community budget could have exceeded 2 million hryvnias.

In addition, investigators determined that the contracting authority had not published a proper justification for the procurement procedure and price monitoring prior to announcing the tender.

As reported by Intent, the repair of the roof of a high-rise building on Okeanivska Street in Mykolaiv also led to a criminal case against the director of the contracting company. He was accused of embezzling budget funds.
