Odesa District Council Announces Date of Next Session

Deputies of the Odesa District Council will be convened at the plenary meeting of the regular twenty-fourth session of the VIII convocation on December 19, 2025.

This became known from the order published on the council's website.

The document was signed by Arkady Mkrtchiyan, Deputy Chairman of the District Council. It provides for a step-by-step schedule of work - from publishing information about the upcoming meeting to ensuring voting and preparing the minutes.

What is planned:

  • December 9 is the deadline for submitting draft decisions.
  • from November 19 to December 12, the materials will be considered by the standing committees.
  • until December 12, the draft decisions and the draft agenda are to be finalized.
  • OnDecember 15, a meeting of the Presidium of the District Council is scheduled.
  • December 16 - invitation to deputies and community heads to participate in the session.
  • OnDecember 18, the hall should be equipped with light, sound, air conditioning, and preparation for roll-call voting.
  • December 19 - holding a plenary session and keeping minutes.

The document also states that the deputy chairman retains control over the implementation of the order.

In September, members of the Odesa District Council gathered for a session, but failed to hold a meeting due to the lack of a quorum. According to Vitaliy Barvinenko, chairman of the district council, deputies from the Servant of the People faction did not attend the meeting, so only 32 deputies out of 33 required for a quorum were present. The meeting itself was held not in the hall of the Odesa Regional Council, as usual, but in the session hall of the Odesa City Council, and then broadcast on the YouTube channel of the city council, not the regional council. Due to the lack of a quorum, the deputies met for less than 10 minutes. Barvinenko emphasized that he had fulfilled his legislative function of signing an order to convene a session every three months, and that the deputies who had come had fulfilled their deputy functions.
