Odesa City Military Administration to operate outside traditional locations

In Odesa, new premises have been added to the list of municipal property that can be leased without an auction. Probably, among them is the building that will house the city military administration.
The decision was made at a meeting of the Standing Committee on Municipal Property, Economic, Investment Policy and Entrepreneurship.
The meeting considered several key issues. They unanimously voted in favor of the appeal of the Director of the Department of Communal Property Oleksandr Akhmerov to include additional communal property in the list of the second type that can be leased without an auction. According to the Intent, it is said that the head of the newly created Odesa City Military Administration (MVA), Serhiy Lysak, decided to work separately from traditional locations.
They also discussed the write-off of fixed assets of Odesmisktrans and Miskelectrotrans, including industrial buildings, warehouses, and workshops. The Department of Transport reported that the companies had moved to another depot, repaired and vacated the premises for a developer, and an expert opinion confirmed that the buildings were unusable.
The meeting also addressed the issue of investment contracts of developers: if the premises are not written off, the second phase of construction cannot begin, and the city will not be able to return or transfer the square meters for social needs. The deputies agreed to invite the developer to an offsite meeting to assess the scope of work performed and determine the next steps.
In addition, they discussed the improvement and facades of the city's historic buildings. The Department of Culture and Improvement was instructed to process the proposals of public organizations and prepare a draft regulatory act. It is about the procedure for preliminary determining the boundaries of apartment buildings for cleaning and controlling the facades within the historic area of Odesa.
Also, during the meeting of the Standing Committee on Housing and Communal Services on October 27, the deputies agreed to submit to the City Council a draft decision on granting the OdesaHeatSupply Utility consent to conclude an agreement with Naftogaz Trading Gas Supply Company LLC for the supply of natural gas from November 2025 to March 2026.
The heating season in Odesa is expected to start on November 10, with the final date to be determined depending on weather conditions.
