Odesa City Council accuses military administration of inaction

Odesa Mayor Hennadiy Trukhanov said that during the disaster, the city actually acted independently, without proper coordination with the regional military administration. According to him, the Regional Military Administration did not provide information about the emergency, while the city authorities organized the flood relief on their own.

This issue was discussed at a session of the Odesa City Council.

Odesa Mayor Trukhanov emphasized that different analysts give different information on what the city authorities did to avoid a natural disaster in the city. He noted that he was telling all this so that people would not die in the city anymore. He also asked how all levels of government should work to prevent this from happening again.

The mayor noted that each level has its own responsibilities. When disaster strikes, there should be a center that provides all the information and is responsible for everything. In this case, Trukhanov emphasized, the city authorities relied only on themselves.

According to Valeriy Silin, deputy mayor of Odesa on the activities of executive bodies of the council, they analyzed the work of the executive branch in Odesa. He noted that on the slide on the left you can see the actions of the Odesa CMA in this situation. The city council did not receive any information about the natural disaster from the regional executive authority. At the same time, the city authorities allegedly informed the population about the situation.

He also emphasized that there was no official information from the UMA at the time of the flood relief. Valeriy Silin noted that green check marks are what the city authorities have done, and red check marks are what the military administration has not done.

The official listed all the actions of the local authorities and reiterated that the military administration did not provide any information or take any measures. According to him, on October 1, the State Emergency Service provided information on the number of victims and deaths from the flood in Odesa. He also said that the city authorities had sent a message to the OVA and the SES regarding the emergency situation and set up a headquarters.

It was only on October 1 that the city's disaster response headquarters was merged with the OMA. The official also added that currently all information continues to be provided through the resources of the city council.

According to meteorologists, 94 mm of precipitation fell in Odesa over the last day, which is more than 220% of the monthly norm for September (42 mm). This amount of rain exceeded the capacity of the stormwater system, which resulted in flooding in some areas of the city.

DTEK's transformer substation was cut off, leaving the sewage pumping station in Peresyp without power, making it impossible to pump out water.

Meanwhile, an electronic petition calling for major repairs and cleaning of Odesa's storm sewers has been posted on the website of the President's Office. Its author notes that due to the unsatisfactory condition of the system, streets, yards, basements of residential buildings and infrastructure facilities are regularly flooded. The entire network needs comprehensive repairs and regular maintenance.

According to weather forecasters, significant rains, thunderstorms and wind gusts of up to 15-20 m/s are expected in Odesa region on October 8-9. The first level of danger (yellow) has been declared, and the second level (orange) in the south of the region. The weather may hamper the work of energy, construction and utility services, as well as traffic.
