The price of the seized Russian fleet in Izmail has dropped by half

The Asset Tracing and Management Agency has put nine seized vessels belonging to Russian companies—which are currently idle in the port of Izmail—up for auction again. Due to a lack of buyers at the first auction, the starting price of the lot was halved—to 75.8 million hryvnias.
This is indicated by an announcement in the Prozorro.Sales system.
The first attempt to sell the seized civilian fleet took place on October 8, 2026, in the format of a three-round English auction. At that time, the starting price was 151.6 million hryvnias. However, the auction did not take place due to a complete lack of registered participants.
In accordance with the rules for repeat auctions, the starting price of the lot was reduced by 50%.
The single lot consists of nine vessels:“Rondo,” “Svir,” “Avangard,” “VolgoBalt 225,” “VolgoBalt 193,” “VolgoBalt 244,” “Omskiy 6,” “Naviger 2,” and “Omskiy 132.”
A significant portion of the vessels has sustained damage as a result of Russian attacks. Some hulls and holds have holes through which water is entering. The“Omskiy 132” has suffered partial flooding of the engine room.
The remaining vessels have been out of service for a long time, are in poor condition, and require extensive hull repairs, restoration of mechanical systems, and inspection of all onboard systems.
In addition, the new owner must take into account additional financial obligations. Aside from the winning bid price for the lot itself, the announcement explicitly stipulates the requirement to pay over 58 million hryvnias in customs duties.
All nine vessels belonged to Russian companies and were seized in April 2022 by order of an investigating judge of the Lychakiv District Court of Lviv, following a motion by the Office of the Prosecutor General. The property was subsequently transferred to ARMA for management and sale for the benefit of the state.
