The sale of a seized fleet of nine ships in the port of Izmail fell through

An attempt to auction off nine seized vessels currently in the port of Izmail in the Odesa region has failed.
This is evidenced by an announcement in the Prozorro.Sales system.
The auction was scheduled for October 8 in the format of a three-round English auction, meaning participants were to bid in ascending order. However, due to a lack of registered participants, it did not take place.
The lot included nine vessels: Rondo, Svir, Avangard, VolgoBalt 225, VolgoBalt 193, VolgoBalt 244, Omskiy 6, Naviger 2, and Omskiy 132. The total starting price was 151.6 million hryvnias.
Some of the vessels have sustained damage as a result of Russian attacks. In particular, there are holes in some hulls and holds, through which water is entering the vessels. The engine room of the Omskiy 132 is partially flooded.
The other vessels have been out of service for a long time, resulting in their poor technical condition. They require repairs to their hulls and machinery, as well as inspections and restoration of their systems.
The vessels were seized in April 2022 pursuant to a ruling by an investigating judge of the Lychakiv District Court of Lviv. The seizure was ordered at the request of a prosecutor from the Office of the Prosecutor General. The vessels were owned by Russian companies.
Subsequently, the seized assets were transferred to the Asset Recovery and Management Agency (ARMA), which put them up for sale at an electronic auction.
However, it should be noted that in addition to the cost of the lot itself, the announcement explicitly stipulates customs duties of over 58 million hryvnias and potential significant expenses for the repair and maintenance of the vessels.
