The Odesa region generated the most revenue from parking fees in Ukraine

The Odesa region led the country in revenue from parking fees for the first seven months of 2026. The region’s local budgets received 46.5 million hryvnias.

This was reported by the State Tax Service of Ukraine.

In total, 136.5 million hryvnias in parking fees were paid to local budgets from January through July 2026. This is 14.1% more than during the same period last year, when revenue totaled 119.7 million hryvnias.

After the Odesa region, the largest amounts were received from taxpayers in:

  • Lviv Oblast — 38.3 million hryvnias;
  • Dnipropetrovsk Oblast — 33.1 million hryvnias.

Parking fees are a local tax, so the funds collected remain in the communities. They can be used, in particular, to develop transportation infrastructure, build parking lots, improve road safety, and create a comfortable urban environment.

Those required to pay the fee are companies and individual entrepreneurs who organize paid parking or operate specially designated parking lots in accordance with local council decisions.

The amount of the fee depends on the area of the land plot used for parking. The area of municipal garages, parking lots, and parking facilities built with local budget funds is also taken into account.

The rate is set by the local council. It can be up to 0.075% of the minimum wage per square meter. In 2026, the maximum rate is 6.49 hryvnia per square meter.
