Since the introduction of new parking rules and rates, parking enforcement officers in Odesa have issued 1,300 citations for violations along the waterfront alone.
Serhiy Shcherban, acting director of the Department of Transportation, reported this during a meeting of the Standing Committee on Transportation and Road Infrastructure on June 23.
“On Saturday, we issued over 620 tickets, and on Sunday, about 700. That’s a lot of tickets. We didn’t expect such a high number. What’s more, drivers are violating the rules and paying their fines almost immediately. The money starts coming in within an hour,” the official noted.
He also noted an increase in budget revenue solely from parking fees—174,000 hryvnias on Saturday and 198,000 hryvnias on Sunday.
Commission Chairman Petro Obukhov noted that parking chaos has ensued on the coast since the start of the resort season. In particular, drivers are parking in green zones. Serhiy Shcherban noted that the department is currently working with the “Special Installation and Maintenance Unit” and has now coordinated with the police to identify areas where green zones will be blocked off to prevent vehicles from entering.
“I think in a week or two we’ll have everything blocked off. Everything will be in order at all parking lots in this regard. Inspectors are currently working two shifts,” the department director said.
On May 28, the City Council’s Executive Committee submitted a proposal to the military administration for approval to establish a new rate —60 hryvnias per hour for parking along the seashore. Thenew rates werescheduled to take effect on June 1, 2026.
In March, the municipal enterprise “Odestransparkservice” developed layout plans for paid parking lots in the areassurroundingthe city’s beaches. The plans provide for a total of 567 parking spaces, including 62 spaces for people with disabilities. The total area of the parking lots is 8,138 square meters. Currently, parking lots are planned near the following beaches: “Langeron,” “Dolphin,” “Golden Coast,” “Dolphin,” and along Fontanska Road from Lvivska Street to Harshina Street.
