Odessagaz was fined 2.5 million for violating market regulations

The National Commission for State Regulation of Energy and Public Utilities has fined the company "Odesagaz" 2,553,000 hryvnias. Violations were identified in several areas.
This is stated in the NEURC’s decision.
Following an inspection, the regulator foundthat “Odesagaz” did not always enter data on actual gas consumption into the information platform, allowed discrepancies in its consumption forecasts, and violated requirements regarding the verification of meter readings and the inspection of metering units.
According to the rules, such procedures must be conducted at least once every six months.
Separately, the NEURC identified violations regarding the disconnection of residential consumers. In particular, the company did not always comply with the requirement to provide at least three days’ advance notice of disconnection.
The regulator also noted violations of the procedure for documenting disconnections when a consumer refuses to sign the relevant report.
Another significant issue concerns residential consumers’ meters. “Odesagaz” was required to ensure their periodic inspection at its own expense, including removal, transportation, installation, and repair.
The regulator also found that the company had failed to install 2,825 individual gas meters as required by the plan.
Additionally, “Odesagaz” was required to allocate at least 8.24 million UAH—derived from the positive difference between revenue and expenses related to compensation for non-compliance with gas quality standards—toward the development of the gas distribution system.
The fine was to be paid within 30 days of receiving the ruling. However, in August, the NEURC granted “Odessagaz” a five-month payment plan.
OdessaGas JSC had applied to the NEURC requesting a 12-month installment plan for the fine, citing an expected significant shortfall in tariff revenue. The NEURC’s Department of Licensing Control proposed deferring payment not for one year, but for five months.
