Competitors appealed the dubious victory in the tender of the deputy from Mykolaiv

Bidders have filed a complaint with the Antimonopoly Committee of Ukraine (AMCU) over the results of a procurement of cleaning services for the executive committee of Mykolaiv City Council. The competitors disagreed with the decision of the city council to recognize the company associated with former city council member Yuriy Babkov as the winner.

This was reported by Nikcenter with reference to information in the Prozorro system.

According to the tender documentation, the expected cost of services for this year is 4.1 million. This is 900 thousand hryvnias more than the amount of a similar contract last year, which amounted to 3.2 million. The procurement procedure is currently suspended pending consideration of a complaint to the Antimonopoly Committee of Ukraine, which is expected to verify the legitimacy of the contractor's selection and compliance with competition conditions.

The local entrepreneur competed with Kyiv-based Service Land, which offered to perform the work for UAH 400,000 less. However, the tender committee rejected the Kyiv-based company's offer due to formal complaints about the employment of staff, expressing its intention to sign a contract with Babkov. Service Land disagreed with this decision and has already appealed the actions of the mayor's office to the Antimonopoly Committee of Ukraine.

Nikcenter's analysis revealed that the sharp increase in budget spending on cleaning was not due to higher prices for services, but to manipulations with the area. Although the cost of cleaning one square meter remained at the same level as last year (about 19.5 hryvnias), officials suddenly added more than 3.2 thousand square meters of territory near the building on Admiralska to the work plan, which inflated the final amount.

The price comparison is particularly noteworthy: the same contractor cleans the Central District Administration at a price of 6.66 hryvnias per meter, which is three times cheaper than the City Hall. In other districts of the city, similar services cost even less, sometimes as low as 3.3 hryvnias per square meter. The contract is currently blocked until the AMCU's decision.
