Companies from Chornomorsk exposed for collusion in tender procedures

The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has started consideration of a case on the grounds of collusion between two companies during tenders in Odesa.
This was reported in the press service of the department.
The companies in question are Polygraphich Limited Liability Company and Tekhma Small Collective Enterprise. According to the antimonopoly authority, the companies participated in seven tenders for the purchase of goods and services for the production of information products held by the municipal non-profit enterprise City Clinical Hospital No. 10 of the Odesa City Council and the municipal institution Odeskreklamy in 2021-2025.
Based on the results of the preliminary investigation, the Office found circumstances that may indicate signs of coordination of the above-mentioned bidders' actions. According to the YouControl service, Polygraphich LLC was registered in 2006. The director is currently Andrii Troitskyi. He is also the ultimate beneficiary of the company along with Iryna Bilokon.
Tekhma was registered in 1992. The ultimate beneficial owners are Oleksiy Rozhkov and his father Anatoliy Rozhkov from Odesa.
The main activity of both companies is advertising agency services.
The AMCU does not disclose what exactly are the signs of coordination in the tenders, but it is known that both companies are registered at the same address: 13 Parusna Street, apartment 77, Chornomorsk.
Earlier, the Administrative Board of the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine established the existence of collusion between Agromarket-Expo and Green Trade South LLC during their preparation and participation in six auctions for the sale of land lease rights. Based on the results of the case, the Department established a number of facts and circumstances that, taken together, indicate coordination of the behavior of Agromarket-Expo LLC and Green Trade South LLC during the preparation and participation in the auctions. These companies have the same owner.
