A fuel retailer in Kherson was ordered to pay more than 1.2 million hryvnias in penalties. The company was penalized for failing to pay a fine on time for disregarding the requirements of the Antimonopoly Committee of Ukraine.

This is stated in a ruling by the Commercial Court of Odesa Oblast.

As indicated in the case file, in 2025, the Antimonopoly Committee of Ukraine requested information from OPT-GROUP 2026 LLC (formerly known as “BUSINESS-OIL-GROUP”). The company ignored this request, thereby violating the Law “On the Protection of Economic Competition.” For this violation, in November 2025, the AMCU imposed a fine of 1,233,611 hryvnias on the firm.

The decision on the fine was officially published in the newspaper “Uryadovy Kurier.” The trader did not appeal the decision, nor did it pay the fine. The deadline for voluntary payment of the fine expired at the end of March 2026. Due to the delay in payment, the AMCU filed a lawsuit seeking to collect a penalty from the violator, the amount of which reached the maximum permissible limit—the amount of the fine itself.

OPT-GROUP 2026 LLC is a Ukrainian legal entity registered in Kherson, formerly known as “BUSINESS-OIL-GROUP.” The company’s primary business activity is the wholesale trade of solid, liquid, and gaseous fuels and related products. The company participates in government tenders, supplying diesel fuel and gasoline to large state-owned and municipal enterprises (for example, the State Forestry Enterprise “Forests of Ukraine”).
