Odesa allocates almost UAH 1.2 billion for the Armed Forces

The Odesa city territorial community finished 2024 with an overperformance of the revenue plan. The general fund of the budget received UAH 11,670.3 million, which is 104.8% of the annual plan. Thus, an additional UAH 529.6 million was received. Compared to 2023, revenues increased by UAH 807.4 million (+7.4%).

This was reported by the press service of the Odesa City Council.

The main sources of income were tax revenues, which account for 94.8% of the general fund (UAH 11,059.8 million). The largest contribution was made by personal income tax - UAH 6,492.7 million (55.6% of total revenues), which exceeded the plan by UAH 267.6 million.

1. The unified tax brought in UAH 2,182.2 million (18.7% of revenues), exceeding the plan by UAH 84.3 million.
2. The property tax brought in UAH 1,368.2 million (11.7%), which is UAH 82.3 million more than planned.
3. Excise tax brought in UAH 927.0 million (8.0%), exceeding the plan by UAH 59.2 million.
4. Local taxes (tourist tax and parking fees) amounted to UAH 71.3 million (0.6%).

As for expenditures, the general fund of the budget utilized UAH 10,632.0 million, or 96.6% of the annual plan.

1. Salaries to public sector employees and utility companies amounted to UAH 5,591.5 million (52.6% of total expenditures).
2. Utilities and energy for educational and medical institutions - UAH 587.3 million.
3. Housing and utilities - UAH 1,458.3 million.
4. Social programs for vulnerable groups - UAH 492.9 million.
5. Financial support to the Armed Forces of Ukraine (subventions to military units) - UAH 243.6 million from the general fund and UAH 926.7 million from the development budget.

The community development budget received UAH 96.2 million, most of which was allocated for major repairs and the purchase of equipment for educational, healthcare and residential facilities.

• UAH 43.4 million from privatization and alienation of property;
• UAH 51.1 million from the sale of land plots;
• UAH 1.7 million from equity participation.

The development budget funds were used for:

• major repairs and equipment for educational institutions - UAH 476.7 million
• renovation of medical facilities - UAH 431.0 million;
• repair of elevators in residential buildings - UAH 115.1 million;
• compensation for housing for citizens - UAH 584.2 million.

As of January 1, 2025, there were no accounts payable to the community budget.
